They’ll be mandatory.
Moreover, if his vision of tomorrow is correct, hardly anyone will have to be dragged kicking and screaming by jack-booted storm troopers (or robots?) into that Brave New World; rather, most people will willingly be chipped as we slouch toward Oceania.

I have a user id and password to Amazon.com. I cannot buy unless I authenticate myself.
I have a business account with PayPal. I cannot sell stuff online unless I specify my secret user id, password, and special signature in my code.
There are hundreds of such pairs that I keep in an encrypted file on my computer, including all the additional security information, such as bank security questions.
However, I use a new id / password pair for each resource. If Amazon bans me for some reason, I will still be able to do business with every other company. There is no universal "mark of the beast" without which I cannot buy and sell at all.
The only ones that come close are indeed the SSN or Tax Ids issued by the government. Everyone must have a number, and every transaction must theoretically be reported to the state for tax and regulatory purposes.
For example, Rothbard called the sales tax permission to stay alive, since no one can survive without exchanging goods and services.
It is the state that brands and marks its tax-serfs as cattle to make its unjust exploitation easier.
