Your flirtation with Christian Sharia/social credit is sloppy and slothful, Selwyn. Yet it would be necessary to have some sort of legal framework before the community could mete out punishment to fellow citizens. The main problem is there isn't any one set of values we all share. Choosing penalties and applying them is another issue. There must be oversight and evaluation of participants as well, entailing possible penalties for being too harsh or even too lenient. I have no doubt the experience of living in what is essentially an ongoing legal proceding would be so stressful that many would seek to live in unregulated borderlands.
